“Kiev Retracts Permanent Ceasefire Statement After Moscow Differs”

The Kremlin contradicted Ukrainian president Petro Peroshenko’s statement Wednesday that he and Russia's President Vladimir Putin had reached agreement on steps for a "permanent ceasefire" in the east of the country. There was no truce deal, said Putin’s spokesman Dmitry Peskov. The leaders agreed on steps towards peace, but "Russia cannot physically agree to a cease-fire because it is not a party to the conflict," he said.
