Arab rulers began a two-day session in Doha, Qatar, with the Syrian crisis and the resumption of the Palestinian-Israeli peace process at the top of their agenda. Syrian opposition leaders took Syria’s seat at the Arab League summit for the first time. A four-man delegation was led by Mouaz al-Khatib, who resigned last week as president of the Syrian National Coalition.
