Arab rulers began a two-day session in Doha, Qatar, with the Syrian crisis and the resumption of the Palestinian-Israeli peace process at the top of their agenda. DEBKAfile: The rulers will pick a delegation to go to Washington and discuss with President Barack Obama the terms for their approval of Palestinian leader Mahmoud Abbas’s return to negotiations with Israel after stalling the process fornearly two years.

Syrian opposition leaders took Syria’s seat at the Arab League summit for the first time. A four-man delegation was led by Mouaz al-Khatib, who resigned last week as president of the Syrian National Coalition.
